The Department of Transportation (DOT) requires every owner-operator and motor carrier subject to FMCSA regulations to be enrolled in a Drug and Alcohol Consortium — also known as a C/TPA (Consortium/Third-Party Administrator). This is not optional: operating without enrollment puts your authority at risk.

Your federally required testing program
A Drug and Alcohol Consortium (C/TPA) is a third-party administrator that manages DOT-mandated drug and alcohol testing programs for motor carriers. When you enroll, you become part of a random testing pool and gain access to all required testing services.
Random testing pool — FMCSA-compliant random selection throughout the year
Record keeping — All test results and program records maintained on your behalf
MRO services — Medical Review Officer review of all laboratory results
Annual reporting — Management Information System (MIS) reports as required by DOT
DOT enrollment is mandatory for
Owner-operators who operate under their own authority and have no employees
Motor carriers with CDL drivers in safety-sensitive positions
Any carrier subject to FMCSA regulations under 49 CFR Part 382
Carriers applying for or maintaining operating authority (MC Number)
Operating without consortium enrollment can result in fines, failed safety audits, and out-of-service orders.
