USDOT MOTUS: What Trucking Companies Need to Know
The U.S. Department of Transportation (USDOT) is preparing to roll out MOTUS, a new centralized system that will reshape how carriers, brokers, and supporting companies interact with the Federal Motor Carrier Safety Administration (FMCSA). For trucking businesses, this change is more than just a software update—it’s a complete transformation of compliance and registration processes.
What type of user will I be in Motus as part of a supporting company?
Main Account Holder
Creates and maintains the company account (business profile) in Motus
Has full access to company information and all functionality within the company account
Manages account access, including inviting additional users (other main account holders or sub-account holders) to join the company account
During company account creation, insurance and BOC-3 main account holders can claim the existing Licensing and Insurance (L&I) filer account to link filings to the new Motus company account, and insurance filers must submit eligibility documents (e.g., State insurance license, banking certificate, or Federal/State charter)
Sub-Account Holder
Any company employee or associate who needs access to the company account
Must be added by a main account holder
Should not create a user profile in Motus without an invitation
Not able to manage other users’ access to the company account
Who Will Be Affected
Motor Carriers (Owner-Operators & Fleets)
MOTUS will become the central hub for registrations, biennial updates, inspection data, and DataQs requests. Every carrier will need to adapt to this system.Supporting Companies (Dispatchers, Compliance Consultants, Outsourcing Firms)
Starting December 2025, these companies will gain limited access to MOTUS to set up accounts and prepare for assisting carriers.Third-Party Logistics Providers (3PLs) & Brokers
Brokers who rely on FMCSA registration services will need to transition to MOTUS, ensuring their clients remain compliant.BOC-3 Filers (Process Agents)
Since BOC-3 filings are tied to FMCSA registration, process agents will also need to use MOTUS for filings and updates.Insurance & Surety Companies
Financial responsibility filers, including insurance companies and surety firms, will be integrated into MOTUS for proof-of-insurance filings.
Timeline
December 2025 – Supporting companies gain limited access to MOTUS for account setup and preparation.
2026 – MOTUS opens fully to all registrants, making it mandatory for carriers, brokers, and FMCSA-regulated entities.
Why MOTUS Matters
Simplifies Compliance – One platform for registrations, updates, and filings.
Reduces Fraud – Stronger identity verification and account controls.
Improves Data Accuracy – Streamlined input and centralized records.
